Lieutenant governor Najeeb Jung has been the helmsman for Delhi government ever since Arvind Kejriwal resigned as chief minister. Waiting for a government to emerge–some say he holds the key since he has to take the critical decision of dissoving the assembly and calling for fresh elections–he has stepped into the vaccum with decisions and plans that can impact governance.
